Assistant Minister for Growth and Development, MCIT

Amr Mahfouz is the Acting CEO of Egypt’s Information Technology Industry Development Agency (ITIDA). He also holds the position of Assistant Minister for growth and development at the Ministry of Communications and Information Technology (MCIT). 

He has extensive experience in the IT field having spent over 33 years in business development and transforming businesses through implementing different technologies to meet and achieve targets. 

Mahfouz has a record of achievements and proven expertise in areas of digital transformation, business consulting, talent management, systems integration, capacity building, and global operations in emerging markets. 

Prior to joining ITIDA in July 2020, Mahfouz worked for IBM for over 33 years where he has established strong business relationships and helped different-scale enterprises reinvent their business, go-to-market strategies, and thrive in the digital era. 

Over his career, Mahfouz held several executive positions and leadership roles where he championed the implementation of several large-scale projects across different industries like telcos, government, and banking. 

During his tenure as head of the Consulting Services Division, Mahfouz oversaw all aspects of digital transformation projects including transforming related business processes to improve clients’ performance, increase value, and accelerate growth. 

Moreover, Mahfouz served as IBM’s Communications Sector Leader for the MEA region out of Dubai, and Managing Partner, Global Business Services Country Leader at IBM in Saudi Arabia. Amr Mahfouz holds a B.Sc. in Engineering from Cairo University and a Master of Business Administration (MBA) from Maastricht School of Management in the Netherlands.
